Knight said flounder and trout are both in trouble. Many flounder stocks have been depleted and the N.C. Wildlife Federation hopes to get the fisheries back on a sound footing, he said. Flounder is a major economic driver for the fishing industry in North Carolina. The federation supports restrictions on when flounder can be caught and fishery consultancy how much can be caught. It also supports limits on inshore shrimp trawling including a 90-foot limit on the width of trawling nets and a ban on nightime trawling but does not favor an outright ban, according to Knight. Knight said North Carolina is alone among the southeastern and Gulf states in still allowing inshore trawling for shrimp. The N.C. Fisheries Association has opposed the Wildlife Federation on the trawling limitations, contending that the proposed regulations are a step toward an eventual ban on inshore trawling. The shrimp trawl industry has damaged nursery areas for fin fish, which is the reason the Wildlife Federation has backed limits on trawling, Knight said. Historically in North Carolina fishing rules have been more favorable to the commercial fishing industry even though it has about a $300 million annual impact on the state economy compared to recreational fishings $1.7 billion annual impact, Knight said.

He doesn't like the possibility of fish flying in the area. "They're dangerous. They're big fish if you hit one. Traveling at night would be almost impossible, with them jumping like that. So definitely dangerous running on the water," said Nault. Nault says the carp need to be stopped at the source. "I would shut the door on The Illinois River completely. Audit of Freedom of Information requests supplied to Lake County by consultant Tramel Raggs. (Joe Puchek / Post-Tribune) Craig LyonsPost-Tribune Privacy Policy Lake County is trying to smooth out how county departments handle public-records requests, revising its policy after an initial rollout recently. The Board of Commissioners aimed to create a policy to ensure information requests filed with county departments are processed correctly and in line with the requirements of Indiana's Access to Public Records Act, but the plan immediately drew questions about its need and the motivation behind the change. The policy shift was partially backed by arguments that information requests from the public are occasionally not processed in a timely manner and an audit prepared by a county consultant just released Friday at the request of the Post-Tribune after access to the document was initially denied. The county at first weighed funneling all records requests through the Board of Commissioners but has since decided to have each department designate two people who will be in charge of processing and fulfilling those requests. "I don't feel like it was a big change to policy," said Commissioner Mike Repay, D-Hammond. "It's just a slight adjustment." As requests go into the offices with different people handling them, Repay said not having a policy on what to do can cause problems. "Now we have one in writing," Repay said. "Hopefully, that's one that gets followed correctly." If the county fails to respond to public-records requests, it will pay for that either through reputation or financially, Repay said. "Our function is limiting liability," Repay said. A memo that had been distributed to county department heads said all information requests would go to the commissioners' office, based on the recommendation of the commissioners' attorney and an internal audit. The Post-Tribune requested the internal audit, prepared by Tramel Raggs, a consultant for the board, on April 17 but was refused, with the county citing disclosure exemptions that it's both privileged and deliberative material both discretionary exemptions. Indiana's Access to Public Records Act allows for records exempted under the attorney-client privilege or deliberative material provisions to be released with any sensitive passages redacted. Findings of fact in those documents would be disclosable.
